Terminal 3 at Frankfurt Airport will deliver over 400,000 sqm. of passenger processing with an ultimate capacity of over 25 million passengers per annum when complete in 2026. The expected capital cost for the passenger terminal and associated infrastructure is expected to be around EURO 4 billion.
As part of on-going cost monitoring and assurance the airport management identified a need for an independent review of the passenger terminal construction cost. Costs had escalated and Fraport wanted to understand the reasons for this and how the cost benchmarked against other recent European airport projects. Kognitive was engaged by Fraport to undertake a detailed review of the original cost build-up, budgets and unit rates underpinning the construction costs and track the key drivers of cost increases.
Through our comprehensive review of the key cost drivers and changes, we were able to provide a clear understanding of why construction costs had escalated. As a result, we identified opportunities for Fraport to improve its project definition, governance, change management and decision-making processes. Our recommendations delivered a clear path for future projects to optimise cost and performance.
