Luton Rising

Kognitive was appointed by Luton Rising as cost and commercial advisor following DCO consent for its £3 billion airport expansion programme, including a new passenger terminal and associated and airfield and landside infrastructure.

Our scope has included updating the baseline cost plan to Q2 2025 pricing, supporting sensitivity testing, and informing phased delivery and capital investment strategies. We have facilitated the development of programme logic, cut-off dates, and milestones to underpin revised cost planning.

Cost data has been digitised into structured dashboards and reporting platforms, linking programme and cost in Sterling to enable rapid cashflow analysis and scenario modelling. These tools supported decision-making through the pre-construction phase and will continue to enhance commercial management during implementation.
