The existing operational concession holder for an airport in Europe is considering a bid to extend its concession contract for a further 25 years. A key enabling element will be the construction of a new ~ 300,000 sqm. passenger terminal and associated infrastructure with a capital expenditure requirement of over EURO 1 billion. As part of its due diligence and feasibility assessment the client was eager to identify opportunities for rationalising and optimising the significant capital investment commitment. Kognitive was engaged by the client’s Technical Advisory team to provide cost and commercial services to the DD process. Our services including, unit rate cost reviews and benchmarking, international construction cost assessment and benchmarking, value engineering and development of alternative ROM capital expenditure estimates. Leveraging our extensive knowledge of the airport and experience gained on similar technical advisory roles we were able to quickly identify opportunities for cost savings and propose cost-effective alternatives, ensuring compliance with the terms of the concession agreement at a reduced cost.
